Horizon Plan 2003
In September 2003, Elkhart County business, civic, and community leaders began a county-wide initiative to reshape Elkhart County's future. Collectively, they created the "Horizon Plan," a comprehensive vision for future community, economic, and quality of life development activities.
The initial Horizon Plan encompassed key objectives, including:
- Conducting a comprehensive analysis of the demographic, socioeconomic, and land use components of Elkhart County,
- Identifying competitive advantages as well as areas of stagnation and decline.
- Providing guidance, facilitation, and technical assistance in the creation of a comprehensive, community-based strategy for community and economic development.
- Building consensus on how the county should approach major issues through broad based community involvement.
